That last combination is the riskiest sequence in ecommerce. If you do it, expect not to know which change caused what.
The uncomfortable question
What evidence do you have that design is the problem?
If the answer is that the site looks dated, that is a legitimate brand reason and worth paying for on its own terms. But it is a brand purchase, not a revenue one, and it should be budgeted as such.
If the answer is that conversion is poor, a redesign is an expensive way to test a hypothesis. It changes everything at once against no control, so you will never learn which part worked.

When a full redesign is right
The brand genuinely changed. New positioning, new identity, new audience.
The theme is exhausted. You are fighting it on every change and updates are impossible.
The information architecture is wrong. Categories that do not match how people shop cannot be fixed page by page.
You are consolidating stores or markets. A structural change that touches everything anyway.
